Work done by the committee

The first meeting of this committee was convened at India Habitat Centre, New Delhi on January 24, 2000. The minutes of the meeting is enclosed in Annexure 2.

The Prime Minister in his various addresses has also emphasized the priority of rural development and promotion of agriculture.

With a view to study the individual aspects in greater depth the NRRDC constituted the following subgroups to offer their recommendations :

  • Subgroup-I Data collection of present level of village connectivity.
  • Subgroup-II Optimal rural road design and estimation of per kilometer cost.
  • Subgroup-III Identification of sources of sustainable finance for rural roads.

The minutes of meetings and action initiated by the above mentioned subgroups are enclosed in Annexures 3 and 4.

Based on the deliberations of the committee and its various subgroups a comprehensive presentation on National Rural Road Development Programme was made by Shri Nitin Gadkari, Chairman, NRRDC to Shri Atal Behari Vajpayee, Hon’ble Prime Minister of February 07, 2000 in the presence of Shri K. C. Pant, Hon’ble Deputy Chairman, Planning Commission, Shri Yashwant Sinha, Hon’ble Finance Minister, Shri Sunderlal Patwa, Hon’ble Minister for Rural Development, Shri Jagmohan, Hon’ble Minister for Urban Development and other dignitaries.

The presentation was followed by a detailed discussion on the subject.

The second meeting of the committee was then held on February 8, 2000 at India Habitat Centre, New Delhi under the chairmanship of Shri Nitin Gadkari. The agenda of this meeting is enclosed in Annexure 5.

The third meeting of the committee was held at India Habitat Center, New Delhi on February 28, 2000 under the chairmanship of Shri Nitin Gadkari.

The fourth meeting of the committee was held at India Habitat Centre, New Delhi on May 02, 2000 under the chairmanship of Shri Nitin Gadkari for finalization of the report.

The first two meetings were graced by the presence and guidance of Shri Sunderlal Patwa, Hon’ble Minister for Rural Development.

This report is based on the inputs received from the members and the subgroups and the deliberations of the committee.
