Subject : Constitution of National Rural Road Development Committee

Whereas the Ministry of Rural Development is considering setting up of a separate National Rural Road Development Corporation to raise funds for construction and maintenance of rural roads and to execute works under the programme in all the States in a smooth, efficient and time-bound manner, before such a Corporation is formed, it is proposed to undertake advance planning to identify unconnected villages, the total length and specification external sources, suggest implementing agencies, etc.

  • To take care of advance planning, it has been decided to set up a National Rural Road Development Committee.
  • The terms of reference of the National Rural Road Development Committee shall be as follows:
    • Identification of unconnected villages in India.
    • Deciding road length for the total rural road connectivity.
    • Specification of roads according to the soil conditions.
    • Volume of funds needed for the project and contribution from states and Central Government.
    • Funds from foreign and other sources.
    • Possibility of raising the funds through bonds.
    • Suggestion of Implementing Agency/Agencies.
    • Structure of Corporation
    • Suggestion to implement the project in a time-bound manner, its modalities, process of tendering etc.
  • The National Rural Road Development Committee will comprise the following:
    • Shri Nitin Gadkari, Leader of Oppostion, Maharashtra Legislative Council. - Chairman
    • Secretary, Rural Development, Government of India - Member
    • Shri S.R. Tambe, Retd. Secretary, PWD. Govt. of Maharashtra - Member
    • Shri. Dhananjay Mungle, Mumbai - Member
    • Director General, National Highways Authority of India - Member
    • Director General, Border Roads Organisaiton. - Member
    • Managing Director, NABARD - Member
    • Director, Central Road Research Institute, Gurgaon. - Member
    • Principal Secretary, Rural Development Govt. of Arunachal Pradesh. - Member
    • Principal Secretary, Rural Development, Govt. of Madhya Pradesh. - Member
    • Principal Secretary, Rural Development Govt. of Tamil Nadu - Member
    • Principal Secretary, Rural Development Govt. of West Bengal. - Member
    • Adviser (Rural Development), Planning Commission - Member
    • Additional Secretary & Financial Adviser, Ministry of Rural Development. - Member
    • Joint Secretary, Rural Development (Incharge of Rural Roads), Government of India - Member
  • The National Rural Road Development Committee shall submit its detailed report within three months from the date of its formation and may also submit interim report(s) as it deems necessary.
