Proposed Scheme for Allotting Works to Unemployed Engineers
Unemployed degree diploma holders in Civil Engineering, who have registered in the employment exchange and who are domiciles of the state concerned and who have passed from an approved institute from any where in the country will get themselves registered with the PWD authorities within 5 years of obtaining the degree or diploma. They will be registered in Class VI (eligible for works costing upto Rs. 15 lakhs)
A list of works, which are to be let-out will be displayed on the notice board of the Agency's District Office as well as on the web-site. Those unemployed registered engineers who want to apply for any of those works will do so before prescribed date.
One work costing upto say Rs. 5 lakhs or 2-3 works totaling upto Rs. 5 lakhs will be allotted at estimated cost based on the current schedule of rate to such unemployed engineers without inviting tenders
The person to whom any particular work is to be allotted will be decided by drawing lots from all those who have applied for that particular work.
This facility of allotment of works without tenders can be utilised only once initially to enable the unemployed engineer to set himself up in the profession.
The concerned unemployed engineer has the option of declining to take up a work for which a lot has been drawn in his favour. This right can be exercised upto a maximum of 3 times.
An advance upto 10% of the cost of work, subject to maximum Rs. 40,000/- will be advanced to the unemployed engineer without interest. While drawing the advance they will have to give a security bond. The advance will be recovered from the running bills paid to them. Such engineers are exempted from paying earnest money and are required to pay 50% of security deposit in future when they participate in tenders.
