9. Online management and monitoring system


A time-bound project of this magnitude will require the use of very systematic and meticulous planning and monitoring techniques incorporating the latest developments in Information Technology (IT) and Remote Sensing Technology for the overall success. An 'Online Management and Monitoring System' containing suitable application software modules needs to be implemented using an efficient electronic connectivity medium for all the district cells of NRRDC to facilitate in an efficient management of the entire programme.

To enable an easy and quick entry of data and availability of information, as well as for a better management of the Information Technology infrastructure, a centralised Server Centre will be set-up. This Server Centre will house the Web server, Application server, Database server etc. and will have proper facilities for data backup and storage. The web-based application software will reside on these servers to which the various district cells of NRRDC, contractors and suppliers, monitoring and inspecting agencies, citizens and public representatives can connect through internet and enter/ access the relevant information. A proper security mechanism will be incorporated to ensure the safety and confidentiality of the relevant portions of information and a suitable access control facility will be built in to facilitate the various officials and agencies involved in the implementation of the programme.

 

 

 

 

 

This proposed computerised management system will have a very efficient user interface and it will be organised in the following main components:

  • Planning and Analysis
  • Designs
  • Approvals and Tendering
  • Execution and Monitoring
  • Fund Disbursement and Payments
  • Transfer of Assets
I. Planning and Analysis

This application will contain the following modules:

  • Digital Data Creation Module : It will handle the creation of spatial and non-spatial digital data which will form a basis for planning and scheduling the works to be taken up within a district by aiding the planning and executing authorities in identifying the villages that need to be taken up for connectivity in a given period based on various constraints of fund availability, Material availability, equipment availability, environmental factors etc. by building and presenting various relevant scenarios to support their decision. This module will contain the sub-modules for:
